Kathmandu: Chairman of the National Human Rights Commission (NHRC), Top Bahadur Magar, has said that failure to give justice to human rights activist Dayaram Pariyar would weaken the morale of all human rights activists and has asked government to be responsible to end this impunity. Speaking at the 15th death anniversary of human rights activist Dayaram Pariyar, Chairman Magar expressed his commitment to appreciate Dayaram's martyrdom.
Chairman Magar said, "If we do not do justice to Dayaram, the morale of all those working in the field of human rights will vanish. We are determined to provide justice to Dayaram's soul.' Pariyar, a human rights activist, died at the Janakpur office of the Human Rights Commission on 28th of March, 2006.
Investigating the incident, the commission had concluded that the team including the then Inspector of Police Prakash Raj Sharma had opened fire without any reason and thus had recommended the then government to take action on criminal charges. Rejecting the commission's recommendation, government promoted Sharma instead.
Dayaram's brother Prakash Chandra Pariyar expressed dissatisfaction over the commission's failure to take effective action against such impunity. He complained to the newly appointed officials of the commission that even being the staff of NHRC, Dayaram is still deprived of a justice.
He said, "The political parties declare martyr to a person felling from the roof of the vehicle while we have been begging for 15 years to print a postage stamp in honor of Dayaram Pariyar, the first martyr in the field of human rights who was shot dead in the field. How ironic it is?"
Prakash Chandra, who is also a social justice advocate, suggested to the newly appointed officials that they should declare Dayaram a formal martyr to honor him, issue a postage stamp, place a statue in the new building of the Human Rights Commission, publicize Dayaram's contribution by producing various publications and audio visuals, establish Dayaram Memorial Staff Award and Scholarships.
Member of the Commission Dr. Surya Dhungel said that Dayaram's demise has given more impetus to all human rights activists to work in the field of human rights. He said, "One Dayaram's loss gives birth to 10 Dayaram."
Similarly, member Dhungel has expressed commitment to publish souvenir, postage stamps, install statues in the new building, set up 'Dayaram Memorial Room' in the office and establish Dayaram Human Rights Museum. He also said that rewarding instead of taking action to the one who shot Dayaram, is a direct challenge to those working in the field of human rights.
Commissioner Manoj Duwadi, Joint Secretary Dr. Tikaram Pokharel and others said that Dayaram Pariyar's contribution and martyrdom in the field of human rights was irreparable and stressed on the need for the government to be sensitive to end impunity.
Till today, Shivamaya Tumbahamphe, Shyam Sundar Shashi, Durga Ghimire, Chandrakishore Jha, Baldev Ram, Charimaya Tamang, Sharda Chand, Teknath Baral, Matrika Devkota, Najbul Khan, Vidya Rajbhandari, Ramji Adhikari, Prem Kumari Panta, Narayan Prasad Sharma have already been honoured with 'Dayaram Pariyar Human Rights Memorial Award'.
